International Committee of the Red Cross Accompanies Hamas in Recovery for Remains of Captives in Gaza

The International Committee of the Red Cross (ICRC) confirmed that its representatives joined members of Hamas into areas of Gaza currently controlled by IDF authority to facilitate the search for the bodies of Israeli hostages.

Truce Terms and Captive Bodies Handover

As part of the US-brokered ceasefire, which took effect on October 10, Hamas is required to hand over the remains of all Israeli hostages promptly. In exchange, Israel has agreed to hand over the remains of 15 Palestinians for every Israeli body returned.

Hamas has to date handed back the bodies of fifteen of those held captive but zero in the past five days, as a portion of those remains are believed to be in areas past the yellow line designating the temporary truce line.

“Upon the appeal of the parties, the International Committee of the Red Cross (ICRC) accompanied a participant in the hostilities as the group looked for the bodies of the deceased beyond the military-established ‘yellow boundary’,” said a spokesperson for the committee.

The spokesperson continued: “The parties to the conflict established the procedures of the mission and delegated the ICRC to serve as a neutral intermediary. We was not involved in those negotiations.”

She additionally clarified: “Our team was did not participate in the physical hunt for the bodies nor does it engage in the retrieval of human remains.”

Yet, the effort to locate the remains has been challenging from the beginning, given the presence of an estimated 60m tonnes of rubble across the territory, where, according to health officials, at least ten thousand Palestinians are recorded as unaccounted for, trapped under the debris.

Hamas has claimed it lacks information on the exact whereabouts of all the remains, saying it has been unable to communicate with several of its teams that had been detaining the captives and were allegedly killed during military strikes.

However, an Israeli government spokesperson asserted that Hamas was aware of the locations of the remains. “If Hamas made more of an effort, they would be able to retrieve the bodies of our captives,” the official said.

Although the American leader has conceded that a portion of the remains are hard to access, he said that “others they can return now and, for unknown reasons, they are failing to do so.”
